Abstract

The problem of the state and the legal rules which are applicable, also The legal interactions that take place inside The State and around It are Create a great problems of the Public law, but they pose a mainly problem in the context of the philosophy of law, because they based in the basic pillars of the value of the state and it is legal norms. Also because they taught the value of the main unit through which distributed values and other concepts of social components, including political and economic, legal and cultural and ... Etc. We through this study we try to conducting some sort of legal debate about this idea with great legal thinker was considered by some as a biggest scholars who knew France in the twentieth century, namely Brigadier Lyon Duguit.
