Abstract

This research aims to study the nature of public policy-making and its implementation processes in the Kurdistan Region, and to clarify the problems surrounding it. Therefore, the research took the policy of higher education in this region as a model to know the pattern of dimensions included in those processes in it. The research assumes that public policy is not just a simple equation that automatically connects a specific problem in society with a set of solutions proposed to confront it in the form of a government work program, but rather it is a complex process that falls under the influences of factors present in the environment surrounding its manufacture and implementation, including political, economic, social, cultural, historical and geographical variables. It is also an intertwined process that its content and goals is controlled by various institutions, parties, and forces within society. Therefore, the research tried to confirm this assumption on the making and implementation of higher education policy in the Kurdistan Region, taking into consideration the nature of the field of higher education and its problems in this region.
