The process of enforcing the legislation issued (endorsed) by the federal authorities in the Kurdistan Region is a contentious and ambiguous legal process; neither in terms of form, procedures, and subject matter nor in terms of a competent authority capable to accomplish them. Thus, this has led to obvious legal complications in the region that has steered the research gain great importance in the framework of treating these problems. The research is based on the analytical approach to study and analyze the constitutional articles related to its subject in the Constitution of the Republic of Iraq for the year 2005, as well as in the Kurdistan Parliament Resolution No. (11) for the year 1992. The structure of research papers consists and divided into two sections to show the essence of the enforcement process and its legal nature, as well as analysis of the constitutional and legal scope of the process. In addition, outlining an idea or project (plan, proposal) to organize (regulate) the enforcement process striving to free it from problems and shortcomings.
