This study focuses on the phenomenon of the growth of the role of the federal regions in foreign affairs, which has emerged remarkably in the foreign field. The research assumes that global changes and developments may cause a change in the emergence of new actors and the growth of the role of the federal regions in international relations. The study deals with the issue of the nature of the role of the federal regions in foreign affairs, and it also discusses the factors that led to the growth of the role of the federal regions in foreign affairs, through which the federal regions can be international actors, because the activities and foreign relations carried out by the federal regions, have importance Especially, in terms of the extent of the constitutional and practical powers granted to it in the exercise of its foreign activities. and the growing change with the significant increase in the field of international relations, made these external activities no longer limited to the central government, but gave way to the federal regions to be active in the fields of (economic, cultural, social, environmental, developmental and political).
