Abstract


This research represents an analytical study of the manifestations of the independence of the parliamentary councils before their formation in general and in the Kurdistan Region of Iraq in particular. These manifestations of the independence of the parliaments before their formation have a great importance, because they start from the previous stages before their formation, starting with the existence of an independent body that supervises the elections, the fair division of electoral districts, and the continuous updating and purification of the voter register from deaths, and those who do not have the right to vote, as well as the confidentiality and freedom of voting and then sorting and counting the votes and announcing the results. All these factors greatly affect the independence of the parliaments in general, and with regard to the election of the Parliament of Iraqi Kurdistan, there are shortcomings in The legal regulation of those aspects that we mentioned above, in addition to the existence of continuous and repeated violations and breaches in practice of the texts regulating the procedures that precede polling day or even during the voting process and after that.
