The problem of political culture occupies a wide space in contemporary political studies in the field of political science, and the importance of this is due to the role played by values, feelings, ideas and beliefs in the behavior of people, whether they are citizens or leaders during their political work, or their response to political events. Therefore, these studies try to understand the extent and how they influence Political culture in people's political choices, tendencies, and orientations in the electoral seasons.Through this research, we are trying to shed light on the impact of political culture on the political process and the formation of political behavior at the level of the Kurdistan Region in general and in directing the electoral political behavior of citizens,of the Kurdistan Region in the early Iraqi parliamentary elections in particular. In order to achieve this goal, the research assumes that the political parties, with their history, behavior, and intellectual and political trends, dominate the political culture and the electoral behavior of citizens during the elections.and all this in turn leads to the strengthening of political parties and the weakening of independent candidates and their deprivation of winning parliamentary seats.
