Abstract

Today, legislation has become an industry that is professionalized by people who specialize in a science whose dimensions are determined by the developments taking place in various fields of life. It was not limited to the technical aspect of the legislative drafting, which was necessitated by the necessities of the coordinated drafting of the text. Rather, it has evolved to include multiple mechanisms that respond to many questions and hypotheses facing scientific and intellectual progress in all fields of life. So that the process of legislation did not remain a mere technical work, but rather turned it into a science based on theories and solutions, and dealing with hypotheses that need prejudices. The legislative pattern is not limited to the state of building the legal text, but rather to the extent of its harmony with the general legislative philosophy of the state and its policy regulating social life in it, and its intellectual orientation in achieving its objectives of protecting the rights and freedoms of individuals, preserving human dignity and protecting his natural rights. This research shows the reasons that lead to the lack of legislative coordination, and its negative impact on the stability of the legislative structure, and accordingly the research begins with an introduction in which we show the importance of the research, its problem and the reasons for its selection, then we discussed in the first topic the multiplicity of legislation, while in the second topic we dealt with the legislative chaos, and then we concluded The research, with its findings and recommendations, concluded that the existence of the legislative pattern is evidence of the success and permanence of legislation and the identity of a sound legal system.
