Countries continue to send their armed forces outside their borders for various reasons, given that the deployment process is subject to political considerations and changes, making the deployment process vary greatly from one country to another, and that the legal procedures for the presence of foreign armed forces adopted in one case are not appropriate for all cases. This is why the deployment of forces varies America in Iraq. The US-Iraqi Status of Forces Agreement is the legal basis for the survival of US forces in Iraq and has replaced the UN Security Council Resolution of 1790, which ended the legal mandate for the multinational forces to remain in Iraq. After the withdrawal of American forces, a new phase of security cooperation began between the two governments. During this phase, American interest was focused on exporting American weapons to Iraq, training Iraqi forces, and conducting joint maneuvers combating terrorism and exchanging information But after 2014, and in the wake of the ISIS war, the Iraqi government submitted an official request to the United States of America to Assist. its forces in the war against terrorist groups, after the success of the Islamic State (ISIS) in controlling areas Widespread in Iraq, and this call became the basis for the coalition forces to remain in Iraq.
