Abstract


The term Paradiplomacy appeared at the beginning of the twentieth century within the activities of some federal regions in federal states, with regard to their practice of international jurisdictions in parallel with federal governments.   The application of Paradiplomacy gave federal regions the opportunity to deal directly with persons of international law from countries and international organizations and this inevitably requires mutual diplomatic representation between them and this has necessitated that federal governments share this exclusive jurisdiction with federal regions. Finally, it seems that the positives of this diplomacy and the diplomatic representation resulting from it are more than its negatives.
