After the collapse of the Ba'ath regime by the United States and its allies in April 2003 and the rebuilding of the Iraqi state on a different basis and form from the form of the state of the past eighty years. The Kurds as a community played a key role in shaping the form of the state in the new Iraq, but this role did not lead to normal relations with the federal government in the new Iraq. In contrast, in the new Iraq, the conflicts between Erbil and Baghdad manifested themselves differently. Although the constitution provides for a solution to the disputed issues, in reality the disputes have not been resolved according to constitutional and legal principles. Both accuse each other of not complying with the constitution and laws. The essence of the conflict here is related to different views on the constitution and legal outlets, which has become the biggest challenge facing relations. This study attempts to present the factors affecting relations between Erbil and Baghdad in the new Iraq, as well as presenting scenarios for the future of relations based on the factors affecting the continuation of conflicts and abnormalities in relations. This study is a descriptive – analytical study that studies the factors affecting relationships and the future scenario of relationships. Based on three scenarios, this study reads the future of relations: the scenario of agreement, the scenario of continuing problems without reaching an agreement, and the scenario of breaking relations and confronting both sides. Finally, the study concluded that the biggest challenge facing relations lies in the different views of both sides on the mechanisms of conflict resolution, on this basis, the future of relations remains within the scenario of remaining unresolved and not reaching an agreement.
