Abstract

The "Development Road" project, an Iraqi initiative, seeks to establish a new trade and transportation corridor within the Middle East, facilitating connections between Asia and Europe through the enhancement of land transport infrastructure and railway networks. This project is poised to significantly influence the future dynamics of relations between Iraq and Iran.

 This study investigates the significance of the Development Road project and its anticipated impact on the future trajectory of Iraqi-Iranian relations. The study posits that the project will encounter both domestic and regional challenges, with the potential to engender either positive or negative consequences for the bilateral relationship. Utilizing a combined Qualitative Analysis research methodology, the study is structured as follows: Part 1: Examination of Concepts and Terminology; Introduction to the Development Road Project. Part 2:Project Components; Assessment of Project Impacts. Part 3:Key Determinants of Iraqi-Iranian Relations; Analysis of Challenges Posed by the Development Road Project and its Implications for the Future of Iraqi-Iranian Relations. The study concludes that while geographical proximity, political considerations, economic interdependence, and shared religious ties contribute to the stability of Iraqi-Iranian relations, the future prospects are complex and subject to considerable challenges. Both domestic and regional developments, as well as the dynamics of surrounding events, will exert a significant influence on the relationship. While the completion of the regional Development Road project will likely elevate Iraq's strategic position within the Middle East and global trade networks, the project is perceived by Iran as potentially marginalizing, and as bringing Turkey closer to Iraq.
