Iraq's constitutional institutions have become more developed over the past two decades following the political transition of 2003 with the fall of the regime. These developments can be traced through several phases: the political drafting of the constitution (2003-2005), the Iraqi war zone, the post-Saddam era, and America seizing everything. The leadership of Iraq's transitional phase under the occupation was established through the formation of the Governing Council, which was subsequently amended several times. This amendment included all Iraqi factions. The Administrative Law was not delayed, establishing an interim Iraqi government structure. The first parliamentary elections took place in 2005, leading to the establishment of a National Assembly to draft a permanent constitution, which would be subject to a referendum for adoption. As in 2005, the ruling circles (2006-2010) were formed. Public finances. 2006 saw the largest permanent democratic parliament, crowning the other legislative infrastructure. Political and security interactions were opposing each other as Iraq was engulfed in war. Attacking the potential development and the executive loophole (2010-2014), the Iraqi Election Law of 2010 was the culmination of the dark political battles following the elections, and they were always working to establish a clear system.
