The issues of identity and political stability are among the important fateful issues in the stability of societies, and one of the most important approaches to building values, social and political values, as well as one of the main mechanisms for building peace and stability for post-conflict societies. Iraq is one of the most important of these societies that witnessed conflicts and sustained political instability, especially after 2003. The crisis of sub-identities and the growth of conflicts between these identities was a dangerous confrontation that affected the unity of the state and its societal stability, if the conflicts led to the dissolution of the national identity and the rise of the national, religious and sectarian identity, especially since the American invasion of Iraq in 2003 was a painful blow to the entity of the Iraqi state, which overthrew all aspects of the state. Among the many devastating blows that the American invasion assassinated was the dangerous impact on national loyalty to Iraq, which came to the multiplicity of loyalties after the invasion and followed it for the sake of Iraq, America, as this led to radical changes in the political and social thought of Iraq. The fragmentation of these national loyalties cast deep shadows on the concept of national loyalty and its stability, which directly and multi-dimensionally affected the general political scene in the country. Thus, the real problem is not in the citizen’s possession of a sub-identity in addition to his national identity, but in how to manage the conflict between these identities and determine the distance of each identity’s appearance in its natural space within the framework of the general national identity. This is the role that national governments can play with professionalism and precise balance without any identity going too far, narrowing it, or dominating another identity, especially when there is any imbalance in the management of creating the national identity, then the Iraqi government and its institutions bear the largest part of this imbalance.
