Abstract

This study examines the direct impact of electoral system design on the effectiveness of representation quotas by comparing the single-member system with the list system and analyzing their capacity to empower vulnerable groups to access decision-making positions. The analysis shows that the single-member system practically restricts the representation of women and minorities due to its narrow competitive structure, whereas the list system provides a more suitable framework for integrating quotas into nomination and election processes. The study concludes that achieving representative justice requires adopting proportional electoral systems and binding legal guarantees that ensure the genuine inclusion of marginalized groups.
