Abstract

This research is devoted to studying international and national efforts to address infectious diseases, with a special focus on Covid-19 disease, as the most prominent model at the present time. This study also aims to consider the responsibility of states in the event that they do not fulfill their obligations stemming from international instruments when these diseases appear and spread to them, clarify the responsibility of individuals in relation to transfer infectious diseases, failure to adhere to health protection rules related to it, with an indication of the efforts of the Republic of Iraq in addressing them. The topic of the research is divided into three axes. The first axis deals with protecting health from infectious diseases in international law, the second axis is devoted to discussing the responsibility of states for outbreaks of infectious diseases, and the third axis clarifies addressing infectious diseases in national law.
