This research focuses on the principle of state responsibility for harm caused by the laws in accordance with this principle, which is a general rule of invalidity for the applicant with respect to The harmful effects of the law enforcement agencies are that this principle is based on traditional laws, and that the legislative process is a manifestation of the practice of sovereignty The state, however, the legislation is united in terms of dimensions and wisdom in legislation, but these issues are not acceptable because of the evolutions that have affected societies and philosophy It is based on modern legislation that is consistent with human values, including the protection of individual rights and freedoms, which encourages French jurisprudence and jurisprudence to innovate The last new principle is the principle of state responsibility for harm in accordance with the laws The Lafort case of 1938 is based on the principle of equality of public clothes, but this development is a decision on this subject, and there is still a deep controversy about it Jurisprudence and Jurisprudence Based on this, this study focuses on the position of jurisprudence and jurisprudence in both France and Egypt and Iraq towards the recognition of the state's responsibility for the laws and the conditions and procedures for the observance, and the statement of the current jurisprudence and judicial approaches towards the state's responsibility for the laws in France and Egypt.
